The Taliban has not yet managed to rule all of Afghanistan, much less a meaningful slice of the world. There are still holdouts in the north, just as there were back in 2001.
Also I don't think we can conclusively describe the ideology of current Taliban, the force which swept the country seems to have many divisions which could be ignored until now, when it's time to govern
