Mongols were very flexible though, they were willing to compromise and agree that actually Allah had appointed Cengiz Khan and his successors to rule the world. You won't see that kind of compromise today.

Does your king or governor have melammu (which the Persians call farnah?) If Enlil gives him an awesome aura which subdues the wicked and inspires the righteous, he can rule Bactria and Areia! If not, he will be like the dog who went into the lions' den!

Hmmm, I'm idly wondering what would be needed for a modern state to field (let's say) 30,000 competent horse archers. Bows and armour easy. Breed the animals, train the warriors. 3-5 years maybe... 
That joke ages really poorly, though, when you realize that the Mongol response to today's events would be to massacre 100K civilians, give or take. It's very much for the best that their way of warfare is no longer the most effective one.
