To be fair, by 1836, the paths away from European dominance were very narrow and the path towards that end point very wide. Check out ch16 of Tonio Andrade's The Gunpowder Age (2016) to get a sense of this.

one of the big things in Vicky 3 that is barely present in Victoria 2 is women's rights, including the shift to women in the workforce, with some pops being 'dependents'; non-workers including kids and such

I have to say that I'm not sure that Victoria II has this bias towards "free societies with free markets" that you seem to see. Liberal governments will destroy a nicely organized economy, and resisting any possibility of a liberal government is a major part of any campaign.

I've always seen economy laws as a kind of gameplay gimmick, letting the player choose to some extent how much deep into the weeds on the economy that they want to get, with elections occasionally forcing the player to play in different ways or subjecting them to economic crisis.

How does Victoria 2 handle slavery, in the American south, and Brazil? What about Haiti?

We're going to talk about that in part 3. Enslaved people are simulated as pops just like everyone else, which work in RGOs and require almost no upkeep but understandably have very high militancy. Smart players ditch slavery as soon as they can.
