Er - no, I don't think so? He substantially enlarged the Senate - essentially packed it with his own political creatures - but the senate was never a representational body and never subject to direct-election. I'm not sure in what sense it would be a House of Representatives.
I thought he had pushed for a body made up of the people representatives to sit equal to the Senate ... I assume the motivation was to stick it to the Senate.
