That's more or less my read as well. The this-a-way, that-a-way whiplash in GOP messaging, virulently anti-vax one day, tepidly pro-vax the next is, I think, a product of them being caught on the horns of a dilemma.

If they take the sensible, moral route and go pro-vax, their vocal anti-vax minority will hate them. But going anti-vax creates a 70/30 wedge issue where they're on the 30-side. No win scenario created by their own feckless cowardice and cynicism.
