Going from academic article peer review to editing for pieces in non-academic publications is whiplash inducing.
Normal Editing Feedback: Good idea, this is a bit clunky, let's fix it.
Academic Peer Review: This is 98% perfect. F*** off and die we won't print this dreck.

At least in math, I've had some very good experiences with editors helping a lot with turning the final product into a well-written thing, after it has been approved by the referee. Not sure how normal that is.

Grading versus teaching/guiding?

True. Though perhaps dependent on the field as well? I know we always received/were encouraged to suggest improvements in peer reviews. And IIRC, one of the statuses we could assign papers was "accept with improvements".

I spent 15 years administering US medical and UK civil engineering peer reviews. It can be a strange dynamic for authentic authors who don't fully understand that they're being vetted for gaming the system, yes. I really should write an article on it.
