I hit on that a bit towards the end. I don't think Tolkien set out to create a meticulously realistic campaign. I think the combination of his rootedness in Old English literature and his own military service meant that the verisimilitude came naturally to him.

I've noticed of myself - I've been DMing an RPG group for, uh, 10+ years now - that as I've progressed through my studies, the fictional societies I built for our games have tended to more and more mirror real historical exemplars.

And often it ends up with, "Well, did you mean to make this place Classical Athens or the Pisan Commune?" and the answer is, "Well, no - but it's a city-state with an urban government, and so it tends to have these various elements and here they are.
