A note on the cause of this confusion: American political thought and writing diverged sharply from European equivalents in the mid-1800s or so. The political usage of "nation" is a relatively recent thing, and American poli sci is remarkably parochial, so divergences stick.
Interesting for sure. One thing I'd note though - I think you are right about how sometimes the Anglophone poli-sci space - or really Anglophone academia writ large. On the flip side, I think that insularity can be a bit deceptive...
...because it gets thought about in terms of countries 1 (or 3 if we include the UK and Canada) vs. a bit more than two dozen in the EU. But in terms of the actual number of academics, departments, publications, its much closer to 1-to-1 because the USA is very big.
No excuse for the insularity, of course, which is still a significant hindrance and I think is more severe in the broader foreign affairs space than in some other fields.
