One pretty clear if never explicit implication of the way US history has been taught in the North in my experience is that America, in toto, won the Civil War. This is the only way I can explain the otherwise totally incoherent view "the Union freeing the slaves was reparations"

Right, precisely. I'm not disgusted by that imagery or anything but as a fairly straightforward matter freeing someone that you yourself have held in bondage does not make recompense for that bondage, still less for deplorable conduct visited against the enslaved person.

(This, of course, holds even if you ignore the regime of apartheid and racial terror established in the wake of emancipation, which lies at the heart of modern cases for reparations and which US secondary education is generally known to downplay.)
