One pretty clear if never explicit implication of the way US history has been taught in the North in my experience is that America, in toto, won the Civil War. This is the only way I can explain the otherwise totally incoherent view "the Union freeing the slaves was reparations"
I think there is certainly a secular civic religion which views the bloodshed of the Civil War as a sort of national penance. Lincoln said as much, "Yet, if God wills that it continue, until all the wealth piled by the bond-man's two hundred and fifty years of unrequited...
...toil shall be sunk, and until every drop of blood drawn with the lash, shall be paid by another drawn with the sword, as was said f[our] three thousand years ago, so still it must be said "the judgments of the Lord, are true and righteous altogether"
But of course merely ceasing to do wrong isn't justice and penance isn't reparations.
