Indeed. This is a continual mistake of 'strength first' thinking in national security issues which assume that fighting smart means fighting weak.
I'm curious, are you going yo talk about Anthony Kaldellis's work at all? In his book Romanland: Ethnicity and Empire in Byzantium, he talks about the Roman cultural and ethnic identity and how it continued and evolved into the middle ages.
There's a point to be made here about how the only country to gain hegemony over Europe since Rome was also the only superpower to be even more diverse and inclusive than Rome.
It also suggests that the success of the US has *a lot* to do with consciously aping the inclusive and integrative aspects of the Roman polity - a lot of powerful polities imagined themselves as the heir to Rome, but only one actually copied the 'diversity killer app' for itself.
