...the lack of a clean word to mean 'imperium-having-magistrate' is really awkward. Like, Latin 'imperator' literally means this, but is freighted with so many other meanings that it can't be used clearly this way even in Latin.

I'm split between saying 'commander' and having an early reference to be clear this means 'magistrate or pro-magistrate with imperium' or going with Erdkamp's solution of (pro-)magistrate at each reference.
