Keep in mind that for state universities, all of these funds have essentially the same source: the coach is paid by the state, the university is funded by the state. And the number of schools where athletics income actually pays for the athletics department is VERY small.
Everyone *thinks* their favorite team pays for itself, but everyone is almost certainly wrong. Even schools that regularly win championships in major revenue sports are generally in the red on athletics.

Sure but those coach salaries aren't distributed evenly. A D3 FB coach is making an average of 50/60K. A top school like UF ran a surplus of $12M FY2019. Small defects also aren't super effecting. UCF was in the red ~$6M. The University had an operating budget at $1.9B.

Some do overspend that way but overall Athletics is less a problem than usual but gets lots of play in certain circles. I know the University I attended was wasting way more in excess administrative spending and that was at a place I couldn't have cared less about the athletics.
