While embargos and other sanctions exist in game, they don't serve a behavior-modifying purpose...but then there is a huge argument about if sanctions serve a behavior-modifying purpose in the real world so

Those are really good points. I'm looking forward to future entries. I think I struggle with the singular purpose of a State, as manifested in war as opposed to internal tensions and politics needing to be overcome or shaped to act.
