Sure, there's no denying the extractivism and environmental damage due to soviet industrialization. The thing is they needed to extract and industrialize to "catch up" and be able to survive. Western nations exploit & extract from a position of power to derive capitalist profits.

The Uighurs have mechanized their textile industry and seem to be doing quite well with it, although they will now probably be boycotted by the west for some time. Not sure I'd call them "third world".

We also shouldn't overlook the role played by the USSR in bolstering numerous anticolonial movements across the globe. Of course they're far from perfect, but we cannot honestly say they operated in the same way as European/US nations did at the time.
