What EU4 needs is to have a mechanic where you 'discover' semi-randomly generated people and things inside your provinces. Steal the Stellaris survey mechanic for provinces! (but with bureaucrats instead of scientists) Include fluff on how this affects the local population.

I'd *avoid* a Vicky/Stellaris pop model because pops are stupidly CPU hungry if you want to do *any* interesting stuff with them, and not granulated enough to effectively represent important, but small minorities anyway. Instead, expand provincial culture mechanics.
