I have zero faith that the College For All bill would actually fix higher ed, because the people writing it are well intentioned but have no idea how higher ed works or how willing states are to destroy their public education systems.

Higher ed solutions that work, I think, would have to work on the state level, not the federal level. Each state's collection of state schools, SLACs and other privates is unique. We essentially have 50 national college systems, not one.

If the feds want to pump money into the states, conditioned that it goes into a specific model of higher ed reform, fine. But the College for All bill seems a bit too one-size-fits all and as you say, would be devastating to many institutions.
