Given that, it seems like you could ask for the names of recommenders at the outset (easy enough to fill out) but only request letters for finalists.

Yeah, letters basically double the institutional prestige premium: wow, he/she went to Harvard--and famous Harvard professors wrote them letters!

Honestly, the only way I could see letters working is if you could actually trust someone to write a letter warning you a candidate was bad, or otherwise withhold a recommendation in a way which would communicate the same. My sense is neither is really done, so what's the point?
