I don't have the specifics on this one, maybe @PenarthKate dpes. But the Big Book of Ancient Artillery, if you are curious, is E.W. Marsden, Greek and Roman Artillery (1969/1971), 2 vols.
Hard to find, but very comprehensive on the topic, albeit now a bit long in the tooth.

It's a washer, just like modern washers, it keeps the metal components from biting into the frame and distributes the load of the fastener: https://en.wikipedia.org/wiki/Washer_(hardware) … At least that's my understanding, I haven't had a chance to reconstruct artillery.
