Hmm... I've been looking at getting the game because I love the period, but it seems to have some similar problems to Empire and Napoleon Total War's naval battles. And even in those games stern raking was fairly effective. The damage system seems really odd in Ultimate Admiral.

My suspicion is that it has something to do with the USS Constitution mythology about the ship being “armored” when yeah it was tough but it was just the kind of wood that it was built as

To be fair, simulating "realistic" tactical man-o'-war engagements is an absolute nightmare and I don't think it has been ever pulled off, even on non-computer based wargames.

Artificially inflated health isn't the worst idea. Didn't the victory herself manage to knock a ship out with a single broadside that killed like 300+ people at close range. Once you get to the 30+ pounder you can do thos annyway, even with the extra planking.
