Not sure why we have accepted "less lethal" as a value-neutral term to put even in critiques of the cops; no need to adopt cop brass's preferred description of anti-civilian munitions
Less-lethal was actually a compromise term stressing the risk of using the weapons (as opposed to calling them 'non-lethal'), so this seems like a case of continued linguistic slippage. We started with NL, found that too safe-sounding, shifted to L-L, now find the same.
