Deploying to the Med. without the ability to control or influence either Gibraltar or the Suez seems like a good way to lose part of your fleet instantly at the beginning of hostilities - much like the fate of German naval squadrons at sea when WWI broke out?

Pompey's historical strategy against pirates was to occupy the coastal zone and deny them access to the sea entirely. But I think perhaps the better model here is Agrippa vs. Antony - make sure the conflict takes place on waters where you have the logistics edge.
