I don't think Enver belongs just because the scale of his failure was much smaller. He very poorly commanded one campaign (which would have been a difficult one even for a competent general because of conditions) and then basically relinquished command after that
And basically guaranteed the destruction of the Ottoman Empire by doing it. There was still an outside chance of an Ottoman rump state surviving, but then Enver decided to go out like Saruman Scourging the Shire. (some small part of me wonders if that influenced JRRT re TSotS)
This shocked the conscience of the West at the time, even in comparison to ALL THE OTHER EVIL STUFF going on all over. No way the Sultan of Rum was going to stay in power after that.
