I think a strong argument can be made for Hötzendorf and for Enver Pasha. But in some ways, I think Hötzendorf had a complex problem which he messed up catastrophically. Cadorna had a very *simple* problem, for which he chose the worst possible answer.
I don't think Enver belongs just because the scale of his failure was much smaller. He very poorly commanded one campaign (which would have been a difficult one even for a competent general because of conditions) and then basically relinquished command after that
