I mean most of what I know is drawn from The White War but there's not many guys that both destroy their army in futile campaigning and socio-politically kneecap their country in the way that Cadorna does. It's a hard bar to surpass.
I think the other candidates are probably Samsonov and Rennenkampf (Russia), Conrad von Hotzendorf (Austria) and Ismail Enver Pasha (Ottomans). In terms of morally worst, genocidaire Enver Pasha pretty clearly wins (f*** that guy), but for dumbest - my money is on Cadorna.
I think with the Russian and Austrian cases, I can say, "Well, there were so many problems that you can't really hold them fully responsible for their context." But Cadorna was influential enough to create a new context. Pasha... I don't know enough about.
I tend to look at Ottoman WWI experience through the lens of the Dardanelles and the rise of Kemal, which flattens a lot of context and characters.
