You know a game that I would play? One focused on designing, building and defending trace italienne (star-)forts. On the one hand, the basic principles are mathematically solvable (and so perhaps easier to design?), but changing terrain/budget create unique puzzles for players.

Any reading suggestions on the challenges involved?

Start with Geoffery Parker, The Military Revolution (rev. 1996) and pillage the bibliography. There are actually technical treatises on trace italienne fort design in pretty much all of the major European languages.

I saw Pamplona's. It was quite beautiful.

I have earned a reputation that, if I go anywhere with anyone, I will end up dragging the group to a star fort. I have yet to make a trip to Europe that didn't involve seeing one (but also Ft. Moultrie in Charleston and Ft. McHenry in Baltimore)

I concur. I’d also like a strategy game about wars among the city states

Sounds like a tower defense game with a budget and a plot.

Someone actually made something a little like this as an Adobe Flash game a while back. You could play as French, British, or Prussians and manually placed walls, towers, troops, and artillery.
