Oddly, my ideal solution is that DC isn't a state, but gets 2 senators and a population-appropriate number of reps as if it was without getting the extra federalism layer of being a state (since it's the capital). And then Puerto Rico also gets to be a state if they want.

And maybe Guam + American Samoa as a third? I don't like large, populated territories without representation.
