I have objections to almost everything on that list. Mixed-space offices are a hard no-go when you need to discuss FERPA-restricted information with students. 100% of students and faculty I have spoken to hate hybrid classes.

And everyone hates large lecture halls, but so long as departments are pressured to maintain enrollments that require single instructors to teach 90+ students, you're going to have large lecture halls.

Now any solution that involves building large, new, expensive, shiny, impressive and ultimately underutilized spaces instead of investing in faculty and teaching - that I am sure will happen. But it won't be good.
