Indeed! Most nuclear states are able to accomplish effective deterrence with only a few good platforms. It's almost like perhaps we are wildly overspending on our nuclear arsenal because of blowhards like....Tom Cotton.
Also, given that PRC nuclear doctrine in *practice* (I know they have a triad doctrine in *theory*) is "one bomb with enough range to reach L.A. is sufficient for deterrence" they'd have to grow four feet and also decide to give up their lifelong dreams of being a racing jockey.
