Well, I mean, this is post-LOTR, so the Gondorians are really in the driver's seat and the orcs aren't making war anymore. So probably they're asking themselves, '*were* we the baddies?'
They're probably not making organized war. Orcs tend to raid, unless Gondor has beaten that out of them.
They wouldn't be able to do the same things if they suddenly had to start providing for their own food and handicrafts.
