Also, "why do charity, people have lots of issues going on" is a really strange take for a self-described devout Christian. I am reasonably sure that Jesus had some particular words on that.
Obviously there's an argument that government action isn't the same as charity, but his framing here pretty clearly lumps them together by focusing on the outcome. It's not clear to me from what he said how the same argument wouldn't work against charitable giving.
