There's actually more complexity to this. As Christa Steinby has pointed out in a few recent books, the Romans actually relied a fair bit on complex ramming tactics too and weren't much more experienced with the big ships they used than the Carthaginians.

Of course the core point -ancient naval warfare was complex and expensive- is absolutely correct. I discuss this in B.C. Devereaux, "Strategy and Cost: Carthaginian Naval Strategy in the First Punic War Reappraised" Historia 69.4 (2020), but briefly: very complex and expensive!
