One (rather grim) question I have is, could they have held Marius and Sulla responsible? My admittedly vague impression of the period is that they more or less raised personal armies, and would have threatened civil war as the price for accountability...

Marius yes, after 100 (but obviously not in 86). Sulla - the window would have been small given that his time as a private citizen after his dictatorship was short. One thing to do though would have been to not elevate Sulla's two lieutenants - Pompey and Crassus.
