What would the implementation of that system look like in the higher education context? How would it be distinct from simply nationalizing the higher education sector and putting it under a state minister or board? Genuinely curious what the model would look like in practice.
Not saying that means the idea is bad, but it brings me back to the need for a pretty massive public relations campaign to build popular support for *much* larger public expenditures in education if the US system is to be nationalized without a massive contraction in size.
