Now of course a lot of that success is built on older institutions, from really old privates to land-grant universities, etc. But if you dig into the rankings, the tuition-based privatization of public schools has been associated with their *ascent* in the rankings. 11/25
There's not a lot of dual-use risks for undergraduates and there are already systems in place for graduate and post-graduate researchers, actually. Also, sure, cultural exchange means foreign ideas come in with their students, but the home turf advantage seems decisive.

It's not about what ideas the students bring but what positions unis take to attract the students and placate the students' governments. The students want to go back afterwards, the students have relatives - can't put them at risk.
