Political capital, mostly. Raw power is a poor substitute for the moral high ground, after some point.
I am endlessly confused on why congress keeps 'asking nicely' for people to testify that they know won't testify. You have subpoena power, don't make it optional!

My guess is because even with a subpoena they can't force him to testify. So it's the same effect. From a political standpoint him refusing a subpoena may look worse. Ofc them issuing a subpoena might be seen as overreach. I'd lean towards the former option.

If they make it optional, they can say "Well we tried" without actually needing to do anything that could threaten their political allies or position.
