It is certainly true that there are snobby sorts who look down on it and so it is 'sometimes' held in low regard. Hastings' claim is bigger than that: both a much stronger dislike (too strong, I'd say), but also that this dislike is the cause of MilHist not being taught.
And the latter claim is just does seem at all true. He wildly understates, for instance, the number of military history programs within history departments. There are less military history offerings because there are less history offerings because universities are hiring fewer historians, in no small part because public university funding has become a one-way downward ratchet. Every recession, funding is cut and then not restored.
