Reduction, but not elimination. The think about education is that you are realizing marginal gains and progress resets in every generational cycle. And I'd hesitate to say 'often' in low regard. I think I say 'sometimes' in the essay.
It is certainly true that there are snobby sorts who look down on it and so it is 'sometimes' held in low regard. Hastings' claim is bigger than that: both a much stronger dislike (too strong, I'd say), but also that this dislike is the cause of MilHist not being taught.
