Minimum wage is on the table because service workers and their unions spent a decade organizing for it. If you think what these people have fought for is to punish themselves to please the professional base of the Democratic party I'm not sure what to say.
So on (1) remember that the EITC based on its structure does not generally go to non-workers. But on (2), yes, I agree the minimum wage is a rhetorically simple and effective policy. It is direct and easy to explain.

So was 'The Wall' and tariffs. Ease of explanation and rhetorical power don't make for good policy. The best policies are often complicated and non-intuitive. (to be clear, the minimum wage is still much *better* policy than tariffs and the wall, just picking extreme examples)

I certainly don't think being intelligible automatically makes a policy good. I just think intelligible policies are more likely to be successful *apart* from the question of whether they are good.
