There are also a number of presidents who fit into the related category of 'meant well, but poorly served by their ideology.' Hoover is a good example - he seems to have wanted to help, but his economic mental-model wasn't accurate or suited to the crisis.

Yes, but I think it's hard to separate the consequences of his ideology from his extreme difficulty interacting with other human beings. I'm pretty sure his extreme ideological inflexibility (in comparison to his contemporaries) was a function of his disordered personality.
