Imagining Octavian, after the Battle of Actium, just leaving the Roman fleet on a Greek beach and building a new and worse fleet.
So...funny story, but...they kind of did? The Roman navy over the early empire converted over to a mix of smaller, cheaper, faster patrol ships (Liburnians, etc), with the result that by the High Empire, the classical shipbuilding tradition - triremes, quinqueremes - was gone.
