@BretDevereaux's explanation of regional support helps explain this. But it creates lore problems in that nationalist/separatist movements tend to stay that way. But then we're back to my old bugbear of Alliance ideology.
I can't see your interlocutor, but I think the Alliance makes more sense if we understand it not as a purely separatist movement, but closer to the Protestant Leagues of the Thirty Years War - 'we want an federal state, but with some changes'
