After the oligarchic tyranny of the Thirty, Athens reestablished unity by 1) exiling the thirty and their chief lieutenants and 2) rhetorically redefining the Athenian civic body so that only good democrats were good Athenians. It worked.
Now, that did mean effectively pretending that some Athenians who almost certainly collaborated in smaller ways with the 30 but went back to supporting the democracy had been silent supporters of the democracy all along. The redefinition was a creative fiction.

So it's a tricky line, the line between two you reincorporate and who you prosecute. But the key is that it isn't 'all good' - reincorporation meant at least pretending not to have been with the oligarchy, which mean repudiating the oligarchy.

Contrast with the collapse of Reconstruction - when former Confederates were allowed to claim to have been 'good Americans' while also being Confederates - is striking. There must be no 'good Confederates.' If you are a good American, it is because you hate the insurrection.
