Starting out with galactic stakes, and having to jack them up for every subsequent movie (It's another Death Star - only BIGGER this time! And now it's another, that uses the power of an entire sun!) has been (one of) the bane(s) of the series, I think. I like your scenario.
I thought this was a big strength for SW: Rebels and The Mandalorian. Star Wars works *really* well with small stories, because it has this lived-in-future vibe.
