I don't think that's a fair characterization of what she said. She's being clear-eyed that $2k isn't going to pass a GOP senate ('this was a negotiation') so Trump's veto and demand is basically calling for a 'no deal.' And she's right that no deal *would* be a catastrophe.
She's pretty explicit that they wanted more than $600 in payments, but they couldn't get there (due to the GOP majority in the Senate).

I’ll grant that, but most of the other Dems, including leadership, are out calling Trump’s bluff and this just flies in the face of all of that. Would like to see some consistency!
