I defer to Uncle Carl, because he is as good as advertised. However, the US system demands its politicians be intimately involved in the how as well as the why. Yes, it's possible that it's more difficult to do now than during the Napoleonic Wars. But I think the bandwidth required further emphasizes that politicians have to be all in. It should be really, really difficult to commit to war.

And it should require bandwidth, resources, and the assent and continued attention of the American people. As you can see, my threshold is very high.
