In an ideal world, both groups would think on the why and the how. But I think the real world doesn't allow for that sort of unlimited mental bandwidth, leading each group to focus on its question more narrowly. The key is making sure the 'why' leads the 'how'
Yes, it's possible that it's more difficult to do now than during the Napoleonic Wars. But I think the bandwidth required further emphasizes that politicians have to be all in. It should be really, really difficult to commit to war.
And it should require bandwidth, resources, and the assent and continued attention of the American people. As you can see, my threshold is very high.
