Agreed. Certainly we need separate terms for competition with China vs. Russia. Very different challenges. What would be your preferred replacement terms?
I understood GPC not as a strategy, but a classification of the kind of competition. Less "Play-action pass" and more "We are now playing football, not basketball" - since an important first step towards developing a competitive strategy is clarifying the kind of competition.

The competition is for regional control. The Chinese, Russians, Iranians are attempting to push the US out of their respective regions in an attempt to become a regional power. They cannot replace the US as a global provider of safe open seas, financing, and global trade (GPC).
