The shields alone run about five centuries of shield design. Some of those fellows have pila instead of spears, and the back rank guy in the foreground has a Gallic-style mail shirt (with shoulder-doubles) which would have been out of date by the late first century AD.
Seeking authority here.
Oh, and the fellow in the middle is wearing the Lorica Segmentata, which has pretty much vanished by the fourth century, much less the byzantine period.

I can't track the exact inspiration behind the reenacment image, but found this article http://byzantinemilitary.blogspot.com/2017/04/the-byzantine-testudo-and-shield-wall.html … The formation supposedly was mentioned as foËlkon by Emperror Maurice. They do mention it's an attacking formation though and no mentions on kneeling...
