Or how often does a dept go through an expensive search and land on someone with a prestigious PhD who leaves them three years later for a city they actually want to live in...

When there are plenty of PhDs who are NTT instructors in that dept and have family in the area etc, ie actually want to live there

Nah, nobody with a PhD should be precariously employed at $25k per year. If you want to hire someone for a probationary period fine, but pay them a real faculty wage like a VAP position.

That is what I mean - make adjunct positions not absurd stop-gaps but real jobs at the entry level and then promote through them. Because they've basically become a career stage for most scholars, we ought to treat and fund them like they are.
