As politics, for sure. As policy, I mean, neither works, of course, since the folks holding the federal relief money have made appallingly clear how willing they are to let most major urban areas collapse.
Direct relief for city governments is an obvious sticking point in negotiations but relief for businesses seems to me like the only thing virtually guaranteed to be in any stimulus bill (if one happens), and some of that could obviously go to restaurants.
The issue is, without some relief for city and state budgets, the trap for them still remains, even if the businesses stay in business, since they wouldn't generate any tax revenue.
